Planning rules, future growth and homes regulation – all on the ‘Queens Speech’ homes agenda…. 

As many are aware, the planning system has, of late, been undergoing what is being called, its biggest shake-up in some 70 years. We at Mint Builders have, for sure, much appreciated  the much-talked about Planning Bill with its aim to simplify planning rules and regs for numerous aspects of housing linked activities. 

There were also many aspects of key home regulation and changes emerging in the recent Queen’s Speech. To the fore, are dedicated moves to get more houses built, in order to try and propel the Government somewhere near an up and coming target of 300,000 homes – well up on the 192,000 plus being achieved currently. So quite a challenge there!

News of the Bill, spotted online by our Editor, from the always informed HomeOwners Alliance, indicates, that it is set to be quite contentious in many respects. The bill is already facing opposition from all party MPs, who fear it could most significantly allow large new developments in certain areas of country very much against the will of local people there.

A new ‘traffic light’ system is apparently now in view, which will see areas divided up by local councils into scheduled places designated for ‘growth’, ‘protection’ or ‘renewal’. In growth areas, automatic outline planning permission will be granted for applications for new homes, shops, offices, schools and hospitals, as long as they meet local planning rules. In protection and renewal zones, development will be more restricted.

Among certain highlighted changes now in focus, area moving away from a document-based planning system to a digital and map-based service. Good news this idea it seems,as it can offer many advantages.  It’s hoped these approaches will encourage residents to be more engaged with the development of their local area, rather than constantly opposing certain individual developments – usually the one nearest to them!

The aim is also to change Local Plans so that they can provide more certainty regarding the design and type of development permitted and will in turn simplify and enhance the framework for environmental assessments for developments’.

Other items to the fore are plans for new housing growth zones, support for homes in more rural areas, and momentum for more much needed affordable homes. Also, in view are bills  to regulate safety in high rise homes and set up of a potential New Homes Ombudsman  which would be appointed by the newly launched New Homes Quality Board.

Among the key items highlighted as unfortunately ‘missing’ were the much vaunted ‘Infrastructure First’ rule for home developments and a Renters Reform Bill, which is due to undergo consultation initiatives first before reaching anything like adoption.
